Brief Description of the Project
The government of Uttarakhand intends to promote and establish a world-class theme-based tourism facility in the Tehri Lake Area. The project involved the development of a Perspective Plan for about 40,000 acres of area around the Tehri Lake which includes components such as roads & bridges, logistic hubs, tourism components, commercial activities, waterways, etc. It also involved the development of Techno-economic feasibility reports, EIA studies, financial analysis, and bid process management leading to private sector investment of about Rs. 5,000 crores. The key objectives of the assignment were:
- to prepare the perspective plan for the Tehri Lake Area to promote theme-based tourism;
- to carry out techno-economic feasibility studies for identified potential projects for the development of Tehri Lake Area as a world-class tourist destination; and
- to assist the State Government in attracting investments for the development of identified tourism projects and facilities on a public-private partnership (PPP)/ownership basis by extending transaction advisory services for the selection of private developers.
Services Provided
The Consultancy assignment will be carried out in three parts as follows:
Part A – Preparation of Perspective Plan for the Delineated Region spread across an area of about 40,000 acres
- Assessment of Study region of about 180 sq km area around Tehri Lake in terms of connectivity, tourism scenario, policies, and regulatory framework, base maps using Survey of India Topo-sheets and satellite imageries, geological, ecologically sensitive areas, and development constraints, existing climatic conditions and flora /fauna, infrastructural facility, and land ownership.
- Tourism Market Assessment to assess the potential for promoting tourism themes derived from the basis of site assessment which could attract tourists and investments for the enhancement of the the economic potential of the study region.
- Evolve a Suitable Product/Activity Mix for the region and assess the likely investment potential.
- Development of Perspective Plan providing details of the proposed land use derived on the basis of site suitability analysis & population /visitor projections with infrastructure requirements.
- Guided study tour/ training to other major tourist destinations across the globe.
Part B – Techno-economic feasibility studies for at least 3 early bird catalyst projects as selected by the UTDB
- Topographic survey up to an accuracy of 0.5m contour information and geotechnical investigations of the sites.
- Concept Plan for the specific project in the context of relevant local norms and regulations in perspective and/ or using prevalent national & international best practices/ norms for adopting site parameters such as floor space index, setbacks, building heights, ground coverage, open space requirements and other aspects that are used to regulate the development in the site.
- Broad cost estimates, financial feasibility, and Financing Plan.
- Recommend appropriate institutional, legal, and regulatory frameworks for the development of the Project through PPP mode.
Part C– Bid Process Management for implementation of the identified projects through Public Private Partnership Frameworks
- Development of Bidding Documents for PPP transaction.
- Marketing of the project and Bid process management leading to selection of PPP developer.
