Brief Description of the Project
Shimla, a premier hill station and major tourist destination, continues to experience acute parking shortages arising from its narrow road network, steep topography, high vehicle density and pronounced seasonal tourist inflows. In the absence of sufficient planned and technology-enabled parking facilities, vehicles frequently spill over onto roadside spaces, resulting in traffic congestion, reduced pedestrian safety, inconvenience to residents and tourists, and adverse environmental impacts.
To address these challenges, Shimla Smart City Ltd. (“SSCL”), with support from the Himachal Pradesh Infrastructure Development Board (HPIDB), proposes to enhance the efficiency, transparency and user experience in the operation and management of parking assets across the city. SSCL intends to appoint a professional Operations & Maintenance (O&M) Operator through a Public-Private Partnership (PPP) arrangement for six (6) multi-level parking facilities in Shimla.
The initiative envisages the deployment of a Smart, IoT-enabled parking management ecosystem incorporating automated entry/exit controls (including FASTag and ANPR-based systems), CCTV-enabled surveillance, real-time occupancy monitoring, digital/cashless payment systems, and centralized data integration with the Integrated Command and Control Centre (ICCC). This integrated approach will enhance user convenience, improve safety and operational efficiency, reduce roadside parking and congestion, and ensure transparent and accountable revenue realization for the city.
Services Provided
· Site visit and required Surveys, collection of requisite data
· Preparation of detailed Financial Feasibility Report under various options/ financial modelling/ structuring the project under PPP mode
· Preparation of RFP/ Concession Agreement and newspaper advertisement upto the publication stage under PPP mode.
· Bid process management including conducting pre-bid meetings, issue of clarifications to bidders, evaluation of bids.
· Assisting/managing with re-bidding process of 2nd & 3rd rounds of bidding, should the initial bid fail to be responsive.
· After selection of bidder, provide all required assistance till signing of the Operation, Management and Maintenance contract with the selected bidder.
· Providing guidance to the authority on interpreting specific clauses of the signed O&M agreement related to handover procedures and operational commencement.
· Assisting in coordinating between the authority and the selected operator to ensure a smooth transition, addressing any immediate operational issues or clarifications required by the operator.
· Reviewing and advising on any pre-COD documentation or conditions precedent that needs to be fulfilled by either party as per the agreement.
· Offering expert advice/legal opinion to resolve any minor disputes or unforeseen challenges that may arise during the initial handover and operational setup phase, preventing them from escalating into major impediments to COD.
· Helping the authority monitor the agreed-upon timelines for COD and identifying any potential bottlenecks or delays.
· Serving as an initial point of contact for the public authority for any immediate clarifications or questions arising from the implementation of the O&M agreement.
