Brief Description of the Project
Government of Punjab through the Department of Tourism & Cultural Affairs, Punjab, the Administrative Department acting through Directorate Cultural Affairs, Archaeology and Museum Punjab (the “Authority”) intends to develop Ropeway Project in Amritsar under PPP mode (the “Project”).
The Government of Punjab has decided to celebrate the 450th anniversary of the establishment of the historic city of Amritsar during the year 2026-27. Amritsar, being the city with the highest tourist footfall in Punjab, holds immense cultural and spiritual significance. However, the core heritage areas such as Sri Harmandir Sahib, Durgiana Temple, Jallianwala Bagh, etc. face severe traffic congestion and parking challenges, which adversely affect the overall tourist experience. To address these concerns and enhance the city’s appeal as a world-class tourist destination, it is proposed to develop a Ropeway/Cable Car Project connecting key tourist sites with major arrival points such as railway stations, bus stands, and the airport. The Project is envisaged to be implemented under the PPP mode, with the dual objective of improving urban mobility and promoting eco-friendly infrastructure.

Inception
Preparation of work plan, list of deliverables and timelines.
Site Visit and Inception discussion with the Authority and other key stakeholders
Collect and review all available background data, site information, etc.
Site-Specific Assessment and Stakeholder Mapping
Identification of key tourist sites and routes for the Project and propose the most suitable one along with site-specific opportunities, constraints, and development considerations.
Make assessment pursuant to site identification with regard to Topography / soil tests.
Identify and categorize essential and desirable Project components
Map all relevant stakeholders and define stakeholder engagement strategy
Benchmarking
Review of comparable Ropeway projects in India and globally, highlighting best practices, success factors, and PPP models.
Undertake at least one benchmarking visit to a leading Indian project to inform concept validation.
Comprehensive Feasibility Study
Concept Plan for the site
Project components including required infrastructure and amenities.
Inputs from benchmarking
Technical Feasibility including Tourist demand assessment and traffic projections and technical evaluation of route alignment, system technology and design
Support and facilitate in conduct of Environmental and Heritage Impact Assessment
Legal Feasibility, including Legal and regulatory review
Market assessment and demand analysis
Project cost estimates aligned with minimum development obligations
Financial viability assessment, including financial modelling and revenue stream analysis and preliminary project structuring
Identification of PPP options and risk-sharing models along with risk assessment and PPP framework recommendations
List of all clearances and permits required for the Project, including Statutory approvals and support in obtaining any necessary clearances
Consult with the Authority and other relevant departments for inputs and alignment
Identification of Funding Opportunities
The feasibility study report shall include a summary on the existing schemes of Govt. of India offering financial assistance or any other scheme for financial assistance for such projects.
Bid Process Management Stage
Preparation and finalization of RFP & Draft Concession Agreement document with associated schedules including PIRA notes if applicable. Assist the Authority/PIDB in preparing presentations and responses for the PIRA hearing, if applicable.
Preparation of Project Information Memorandum
Bid process management including carrying out of technical evaluation & financial evaluation / shortlisting of the bidders along with recommendations. Conduct of project briefing / pre–bid meeting (s) and preparation of draft clarifications in response to pre–bid queries & issuance of final approved clarifications to the prospective bidders.
Support in issuance of Notice of Award and in signing of Concession Agreement.
The Transaction Advisor shall also be responsible to give comments/opinion on the various Technical, Financial and Legal issues that may arise during the initiation of the bidding process and up to the last mandated activity as defined in the scope of work concerning the Project.
Post-Transaction Support
The Transaction Advisor shall provide Technical, Financial and Legal opinion, if asked by the Government/Authority, on any of the clauses of the Concession Agreement up to 3 months from the Concession Agreement Date of the Project such as support in achieving Financial Closure.
