Brief Description of the Project
The government of Uttarakhand intends to develop a Tourism and Wellness hub with an International Convention Centre (ICC) on 800 acres of land at Rishikesh under the NITI Aayog initiative for ‘Development Support Services for States for Infrastructure Projects (D3S-I)’.

Services Provided
Phase-1
- Conceptualize a comprehensive tourism plan for available land of 800 acres to be developed as a Tourism hub / Wellness city and identify sub-projects including the International convention center proposed under the D3S-i initiative of NITI Aayog.
- Prepare a Master plan for all the proposed sub-projects including scale design models, walk-around videos, etc.
- Prepare an appropriate time schedule for implementation of sub-projects in a phased manner.
- Conduct surveys like Soil surveys, Geo-tech surveys, and GPS-based site surveys, if required.
- Study all the current Government regulations (Center and State) with regard to Town planning, Municipal administration, Private investment, Solid waste management, and any other area affecting the proposed sub-projects, and also make suitable suggestions for modification.
- Undertake Environmental impact and Social impact assessments as per standard assessment studies including meeting / covering the statutory requirements. Solid Waste Management Strategy / Plan shall be part of the Environmental Impact Assessment (EIA) for the entire site including appropriate integration with the local Solid Waste Management of the Rishikesh Municipal Corporation.
- Review the Final Pre-Feasibility Report from a technical perspective and provide technical schedules, detailed cost estimates, and key output specifications including zoning plan, conceptual design framework, etc. which can be used in developing a Concession Agreement for selecting PPP player.
- Assistance during the bid process management for the selection of PPP players.
- Develop a Financial Feasibility Analysis including financial models relevant to the Project / sub-projects from the Client’s and Investors’ point of view and considering market demand and potential including projected tourist inflow during the proposed concession period.
- Propose suitable funding strategies to attract investors like PPP, EFC, Swiss challenge, etc.
- Shall prepare necessary documents, and submit an application with appropriate authorities for procuring clearances / NoCs required from ministries/authorities like the Ministry of Forest, Ministry of Environment, Directorate General of Civil Aviation, etc.,
Phase-2
- To assist the Client as Transaction Adviser or assist the Client during the selection of Transaction Adviser and Investor(s), if required.
