Brief Description of the Project
UCADA is engaged in planning & development of Civil Aviation Sector in the state of Uttarakhand. They intended to provide Intra State Air Connectivity, through fixed wing and helicopter services, to remote destinations in Uttarakhand with an objective to provide fast, convenient and safe travel not only to tourists but also to local as well as business traveller for all year round. This would help state to promote safe tourism and in generating employment opportunities, thus furthering economic progress of the state.
Services Provided
- Carry out consultation with various air taxi operators in the country to ascertain the techno-economic viability of the project. It also involved study of various models being adopted by other states in the country to achieve intrastate air connectivity.
- Market survey for 9 vs 19 seater aircraft for viability and demand assessment.
- Based on the discussions with various operators, a techno-economic feasibility report (TEFR) was prepared which would include description of project, financial viability, implementation structure, required clearances, etc.
- Route Analysis with various permutations and combinations on set of destinations to be covered through air by the operator and determination of viability.
- Development of Draft Bidding Documents incl. RFP, Agreement, Dispute resolution, terminal clauses, penalty clauses, etc.
- Support in procurement of internal approvals on the feasibility / bidding documents as per the rules / policies of the State.
- Assistance in the Bid Process Management and Evaluation of various bids leading to the selection of operator and execution of contract agreement.
